National E-Governance Services Limited (“NeSL”) is an Information Utility (“IU”) appointed by the Insolvency and Bankruptcy Board of India (“IBBI”). It is a Union government company and is governed by the provisions of Insolvency and Bankruptcy Code, 2016 (“IBC”) and Insolvency and Bankruptcy Board of India (Information Utilities) Regulations, 2017. The primary role of NeSL is to serve as a repository of legal evidence holding the information pertaining to any debt/claim, as submitted by the financial or operational creditor and verified and authenticated by the parties to the debt.
It is to enable NeSL to accept, store and make readily available authenticated financial information submitted by creditors that helps establish defaults as well as verify claims under the Insolvency and Bankruptcy Code, 2016 expeditiously and thereby facilitate completion of the insolvency resolution transactions under IBC in a time-bound manner.
No, it’s not a spam or a phishing email, you are required to register on the NeSL portal to authenticate/dispute the submitted information by American Express. We recommend that you add the NeSL email ID [nesl@nesl.co.in] to your email contacts so that any future emails do not land in your junk or spam mail folders.
As per RBI regulation RBI/2017-18/110 DBR.No.Leg.BC.98/09.08.019/2017-18 dated December 19, 2017, it is mandatory for all the banks to report the financial information to NeSL.
Once we report the details on your account to NESL, you will receive a notification to authenticate the submitted details. Please follow the instructions in the notification to access the NESL portal.
You will be required to register on the NESL portal when you visit it for the first time. Please visit the link : https://iu.nesl.co.in , click on “INDIVIDUAL / PROPRIETOR REGISTRATION” and follow the onscreen steps.

The amount being reported is the Closing Balance on your last statement generated.
If there is an ongoing EMI (Equated Monthly Installment) on your Card, the amount reported is the sum of the "Closing Balance" plus the "Total Current Balance(s)"
of any ongoing EMIs which are visible under the ‘Installment Plan Summary’ section of your monthly statement.

The amount being reported is the Closing Balance on your last statement generated. In case you have made a payment in the meanwhile, the updated balance/outstanding will be reported
when the next statement is generated.
If there is an ongoing EMI (Equated Monthly Installment) on your Card, the amount reported is the sum of the "Closing Balance" plus the "Total Current Balance(s)" of any ongoing EMIs which are visible under the ‘Installment Plan Summary’ section of your monthly statement.
For Accounts 90 days past due date - In case you do not respond to the initial notification from NeSL (Information Utility), they will continue following up with you via notifications that are sent every 3 days and the link will be active for authentication for the next 15 days from submission date.
All Other Accounts - In case you do not respond to the initial notification from NeSL (Information Utility), they will continue following up with you via emails that are sent 3 times on alternate days and the account will be active for authentication till the new submission happens.
American Express is not asking for any information, we are only reporting the existing debt information in our system of records to NeSL as required. You will be further contacted by NeSL to authenticate the reported information. While the mandate is for all Banks, we would urge you to reach out to other banks directly to check the applicability of the notification for the relationships held by you with them.

If there is no default on your account, you should be able to authenticate the information till the updated information is shared with NESL in the next reporting month. If there is a default on your account 3 successful alerts are sent each in 3 days gap and maximum within 15 days and if the customer does not authenticate the debt it becomes deemed authenticated.
All information reported to Information Utility is from American Express system of records.
American Express is only reporting your existing debt information as available in its systems of records to NeSL to be in compliance with the regulatory requirement and not seeking any additional information from you.
Yes, once you authenticate/dispute the record on the NeSL portal, you will receive a confirmation email.
Supplementary Cardmembers are not being reported as part of this reporting.

This is a monthly regulatory reporting and you will receive monthly notifications from NeSL to authenticate the details submitted by American Express.

No, this will not bear any impact on the credit rating of the card holder.
This is a regulatory reporting as mandated by RBI. You cannot opt out from this reporting.
Your cancelled account will be reported till there is a balance on the account. Once the balance is cleared, you will be reported once with zero balance. Post that, your account will not be reported.
Since your Charge Card comes with no preset spending limit, your total outstanding will be reported as the sanctioned limit on the card for NESL reporting purposes since this is a mandatory field and cannot be left blank. Therefore, you might also see your sanctioned limit being revised every month on your report basis your total outstanding.
Your demographics including your Name, Email address, PAN number, etc are being reported along with your financial information like Total Outstanding and Credit Limit.
Yes, both the accounts will be reported separately to NESL.
